JOB PURPOSE: Responsible for leading the Airport’s planning, programming, design, engineering, and construction group which directs a broad range of planning and programming issues, including land use and master planning, programming, grounds and facilities development standards, landscape design, transportation planning, resource allocation oversight, and facilities assessments. The Director provides strategic and physical planning and programming at the Airport and ensures that all projects support the goals of the Airport and support the highest physical potential of the Airport’s facilities and grounds. The Director provides leadership across a broad spectrum of operations, including the full range of planning, programming, engineering and architecture functions and services of the organization, which includes control of facilities and infrastructure. Includes airport master planning and may include many other functions, such as airspace planning, maintenance engineering and environmental engineering, plus repair and rehabilitation projects.
EDUCATION/EXPERIENCE – Bachelor’s degree or equivalent experience in Engineering, Construction Management, Architecture or related field is preferred. A minimum of seven to ten years experience is also preferred where project development, engineering, design implementation and construction were key responsibilities. A minimum of three to five years demonstrated supervisory leadership experience of similar engineering, construction, and/or planning organization.
LANGUAGE SKILLS - Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, civic bodies and/or Airport Board.
KNOWLEDGE – Working knowledge of the principles and practices of civil engineering and architecture; of FAA rules, regulations and procedures; of property and facility maintenance; of contract management techniques, of project management practices; of materials and methods used in construction; of management and supervisory principles and practices.
MATH SKILLS - Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING SKILLS - Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Requires normal attention with periods of high concentration intermittently to direct and supervise airport personnel.
COMPUTER SKILLS – Ability to utilize computerized engineering applications to specifically include spreadsheets, word processing, and autocad; to develop and maintain schedules for construction projects; to communicate effectively; to establish and maintain good working relationships with contractors, tenants, co-workers, subordinates, and outside agencies, to plan and direct the work of others.
INTERPERSONAL SKILLS - Typically requires highly developed interpersonal skills for dealing with sensitive or controversial situations.
CERTIFICATIONS AND LICENSES – Professional Engineer (P.E.) preferred. Valid Arkansas Driver's License is required, and securing airfield driving priviledges is required. The ability to be covered under the Authority’s vehicle insurance program is also required.
SECURITY - Requires the ability to pass a security background check.
