SUMMARY: Under the broad supervision of the Chief Commercial Officer, provides leadership and strategic direction through the management of the Business Development Department; including contract and lease management, commercial management, real estate development, aeronautical revenue generation, non-aeronautical revenue generation, and other business-related matters for the Pittsburgh International Airport (PIT) and Allegheny County Airport (AGC) (collectively, the Authority).
Lead, manage, and direct the department staff;
Establish short and long-range goals for business development projects by identifying and prioritizing development opportunities;
Oversee the implementation of development programs and projects;
Represent the organization as the Business Development leader by advocating, communicating, and supporting the strategic direction, priorities, goals, vision, mission, and values of the Authority;
Interact with developers, real estate professionals, business and property owners, lenders, Board of Directors, community groups, legal counsel, elected officials, and citizen groups concerning development projects;
Develop and oversee the policies and procedures of the Authority with regard to the preparation, processing, and tracking of agreements;
Oversee the contract and lease management process for use of airport property or the operation of a business enterprise on airport property;
Develop quality standards and apply those standards to contracts and policies to ensure that tenants and business partners meet or exceed customer service and operational excellence objectives;
Oversee risk management and business continuity responsibilities;
Manage the department budget and provide support and guidance related to airport expenditures and budgets;
Provide effective leadership, support, and development of the department employees, including performance management, coaching, training, motivation and discipline;
Obtain the necessary insurance required to operate and safeguard the business and assets of the Authority; and
Perform other related tasks as assigned or required.
KNOWLEDGE/SKILLS & ABILITIES (KSA):
Extensive knowledge of strategic planning approaches and methods;
Extensive knowledge of the full range of business functions and systems, including strategic development, planning, budgeting, business analysis, FAA regulations, and general aviation operations (if new to the aviation industry, this position requires properly identifying areas that require consultation with general counsel or more experienced colleagues);
Ability to consult with legal and regulatory experts and the ability to interpret and apply legal and regulatory guidelines;
Ability to solve practical problems and deal with numerous variables in situations where limited standardization exists;
Ability to draft, create, write, critique, and effectively negotiate business contracts and agreements; and
Ability and willingness to travel up to 20%.

Bachelor's degree in Business Administration, Public Administration, Finance or related area;
10 years of experience in Business Development, Commercial Management or Property Management;
At least 5 years of management experience must include budget and fiscal oversight; evaluation of business processes; policy and decision making; and planning and organizing multiple programs, projects, operations or functions; and
Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license. Note: license must be maintained throughout employment.
Directly supervises the Manager, of Revenue Development, Manager of Contracts and Concessions, Manager of Real Estate Development, and Administrative Coordinator. The Vice President receives broad supervision from the Chief Commercial Officer.
