The Ogdensburg Bridge and Port Authority is recruiting for a full-time Airport Operations/Maintenance Specialist at Ogdensburg International Airport (OGS) in Ogdensburg, NY. This forty (40) hour per week position is responsible for assisting the Airport Manager in daily operation of airport facilities, reviewing aeronautical conditions and making recommendations for operation safety
An individual serving in this position must be able to successfully undergo a thorough background and security screening, including a ten-year fingerprint based criminal background check and Security Threat Assessment (STA) for SIDA badge, as well as the ability to maintain required security clearance during the duration of employment.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Ogdensburg Bridge and Port Authority this class is accountable for performing as a specialist in coordinating the operational activities at Ogdensburg International Airport on an assigned shift.
EXAMPLES OF DUTIES
Conducts daily inspections of runways, taxiways, ramps and other aeronautical areas in accordance with Federal, State and Aviation operational standards; performs grounds maintenance including but not limited to mowing, raking, trimming, planting, sweeping the runway/taxiway system, snow removal and janitorial functions; maintains all areas to present a clean safe environment; performs minor or assists with major repairs, installations, inspections or adjustments of equipment, airfield lighting, airfield signage, airfield markings and NAVAIDS; assists in the inspection, diagnoses, and maintenance of facilities and equipment; maintains equipment in good working order; conducts wildlife management in accordance with OGS’s Wildlife Hazard Management Plan; including the carrying and discharging of firearms, pyrotechnics and use of other wildlife management techniques; operates runway, taxiway, and ramp surface equipment to determine and report field condition during air carrier operations and issuing NOTAMs; makes immediate and vital decisions affecting the continuation of air and ground operations during emergency conditions and snow removal operations in accordance with Part 139, 49 CFR 1542, and other applicable advisory circulars when applicable; ensures the safe and secure operation of OGS by implementing and enforcing airport rules at the day-to-day operations level; assists in coordinating the response to aircraft emergencies or aircraft in distress, HAZMAT Incidents, and medical emergencies within the terminal in accordance to the Airport Emergency Plan; oversees the activities of all agencies to assure compliance with airport certification requirements and FAA standards; under the supervision of the Airport Manager, maintains and updates the FAA approved Airport Certification Manual; monitors and transmits on the FAA local Common Traffic Advisory Frequency (CTAF); monitors airport access control system; responds to trouble alarms and tenant complaints; ensures that all airport tenants, employees, and contractors who have a need to obtain a SIDA bade and drive on the airfield receive operations standard training course; implements current Security Directives issued by the Transportation Security Administration; ensures that ongoing airfield and terminal construction is interfaced smoothly and safely with air carrier and terminal operations by coordination with all parties concerned; provides a variety of administrative support functions, including, but not limited to filing, copying, writing reports etc; ensures that the public’s concerns and interests as they relate to OGS, are met in a timely and informative manner; any other duties required as assigned.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of state and federal regulations pertaining to aircraft operations and airport administration; considerable knowledge of fixed base, airlines and airport operations; knowledge of airport administration and procedures; knowledge of airport equipment including maintenance equipment, fire suppression equipment, radar and lighting; knowledge of snow removal and ice control operations; some knowledge of meteorology; considerable interpersonal skills; oral and written communication skills; supervisory ability; ability to use computer software.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Must have high school diploma or GED equivalent. BA/BS in Aviation/Airport Management or related field preferred and six (6) months of experience as an Operation Specialist at a Part 139 air carrier airport preferred.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Certified, or have the ability to become certified, in Aircraft Rescue and Firefighting. In depth knowledge of acceptable conditions for safe operation of aircraft. In depth knowledge of FAR part 139. Working knowledge of TSAR Part 1540 and 1542. Must pass a FAA approved driver’s training course for Movement Area Operator certification. Must maintain a valid driver’s license.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Additional experience may be substituted for a degree requirement on a two-for-one year basis.
The preferred candidate will have experience working in operations at a Part 139 airport; experience running snow removal operations at a Part 139 airport and working knowledge of Aircraft Rescue Fire Fighting requirements and operations.
Incumbents in this class may be exposed to moderately disagreeable conditions on occasion such as weather conditions and loud noises. Must be able to lift a minimum of 50 lbs., kneel, bend, walk, run and be on your feet for a long period of time. Must be able to work rotating shifts as required, including weekends and holidays. May be required to be on call.
Must be a flexible team player that takes direction well, is safety conscious, customer-oriented, and willing and able to learn to operate all equipment and perform all tasks as assigned.
