Management position over engineering and construction activities within the Engineering Department. Accomplishes project design for facility and infrastructure projects designated for in-house design. Manages, coordinates, participates in, and performs engineering, technical, and compliance inspections and reviews engineering projects and studies. Coordinates and monitors construction project work-in-progress, assuring compliance with contractual and regulatory requirements. Provides engineering consultation to internal and external customers on the development and master planning of facilities and infrastructure.

Direct supervision of engineers and project technicians. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; addressing complaints and resolving problems. Develops and proposes the annual budget for the engineering function.
Performs periodic inspections of all CCAA property and submits recommendations for needed maintenance and upgrades to CCAA owned facilities and infrastructure.
Provides guidance to consultants and staff in the design and implementation of capital improvement, maintenance, and renovation projects, including but not limited to the apron, new structures, facilities and infrastructure.
Manages Engineering and Construction activities and performance relating to project design and construction. Monitors and/or inspects projects under construction. Alerts senior staff when a project is in danger of exceeding its programed budget during design or there is a potential change order for a project under construction. Provides recommendations to senior staff to reduce project cost or to minimize the cost of a potential change order.
Describes and interprets CCAA policies and procedures, ordinances, and other regulations pertaining to the Engineering Department and project construction.
Participates in evaluating and approving engineering proposals and plans, work processes, systems and procedures in connection with projects for CCAA and its tenants.
Reviews contractor qualifications and bid proposals for advertised projects, to include award recommendations to senior staff.
Facilitates pre-construction meetings. Recommends construction features that are of benefit to CCAA owned facilities and infrastructure that are in compliance with standards and regulations.
Develops site and preliminary drawings, project requirements, specifications and cost estimates for proposed projects, conveying to senior staff for modification and final approvals. Receives and monitors approved budgets for projects.
Develops tracking systems to monitor project compliance with engineering and construction standards and other requirements such as those for financial management, payments, inspections, permits, system testing, submission of as built plans, etc.
Ensures that complete files are created, assembled and maintained for capital improvement and other multi-disciplinary projects from conceptual format to completed works. Ensures that complete files and project documentation, including original and revised drawings, specifications, and changes are properly archived.
Assists in the administration of CCAA’s compliance with state and aviation regulatory requirements for occupational safety and environmental regulations.
Coordinates with contractors and/or conducts field visits to review work-in-progress to ensure compliance with CCAA’s construction standards and other regulations.
Continually interprets and evaluates construction best-practice methods and materials, suggesting alternatives that comply with project specifications and/or will meet the requirements of CCAA.
Ensures that the appropriate permits are obtained from other agencies which demonstrate CCAA’s compliance with federal, state and local laws, codes, and regulations.
Participates in the development of methods and procedures for the airport community and ensures tenant involvement in projects when appropriate. Assists these groups in establishing priorities, needs and objectives.
Maintains up-to-date knowledge of engineering and construction as they relate to airport facilities and infrastructure.
Performs other duties as assigned to meet overall objective of the position and in support of the CCAA Mission.
