The Operations Manager is in charge of assessing, evaluating, coordinating and overseeing daily airport operations. They are also responsible for ensuringthe airport complies with aviation regulations and procedures.
DUTIES AND RESPONSIBILITIES:
Manage airport-run Fixed Base Operation (FBO) services including fuel purchases and sales.
Prepare standard operational procedures; ensure compliance with all applicable federal, state and local regulations pertaining to airport operations; develop, review, implement policies and procedures dealing with all aspects of airport operations.
Hire, supervise, train, develop, motivate and evaluate the performance of staff.
Manage the staffing level to ensure sufficient airport staff is on duty to perform operations, including generating of the staffing schedule.
Responsible for administering the purchases, collection, and depositing of Airport revenue, and maintaining records of accounts receivable and payable for airport activities.
Manage required inspections, testing and servicing of the aircraft fueling facilities and equipment.
Manage the maintenance and repair of aircraft hangars, buildings, tie-down spaces, airfield pavement, navigational aids, lighting systems, and office space.
Ensure subordinate employees comply with operating procedures and workplace health and safety requirements.
Prepare daily, periodic and special reports regarding airport operations and activities; maintain accurate records and files.
Devise, coordinate, interpret and enforce rules and regulations concerning Airport operations and safety; assist in establishing compliance policies and procedures regarding all appropriate local, state and Federal regulations.
Respond to the airport during emergency situations. This position is considered Essential Personnel and will be subject to on-call after normal working hours.
Manage courtesy vehicle and courtesy services provided to inbound and outbound aircraft personnel.
Manage data to web/social media sites that provide daily FBO information and fuel pricing.
Perform other duties as required.
Position requires a thorough working knowledge of Federal Aviation Administration rules and regulations, procedures, policies and activities.
Read and interpret documents such as safety rules, operation and maintenance instructions, and procedure manuals.
Establish and maintain effective working relationships with a variety of individuals.
Communicate both orally and in writing to deal effectively with tenants, passengers, employees, industry contacts, governmental agency contacts, and the general public.
Recognize dangerous conditions involving airport facilities and equipment and to take immediate action for the protection of life and property.
Effectively listen to input and to resolve concerns and conflicts arising from tenant/passenger complaints and employee grievances.
Coordinate emergency evacuations and situations in a calm, organized manner.
EDUCATION AND EXPERIENCE GUIDELINES:
Education: Bachelor’s degree in Aviation Management, Aeronautics or a related field from an accredited 4-year university or minimum of 6 years of professional experience in Aviation Management, three of which have been in a supervisory capacity, in airport operations management (managing a facility similar or larger than the City of Starkville Airport), governmental management with emphasis on municipal management, or related field
License: Must possess a valid driver’s license
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Environment: All types of weather and temperature conditions. Work and/or walk for long periods of time on various types of surfaces including slippery or uneven surfaces and rough terrain. Frequently required to walk, stand, sit, talk, and hear. The employee is occasionally required to use hands to handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 50 pounds, travel to other locations using various modes of private and commercial transportation, and verbally communicate to exchange information.
Physical: Work is performed in an office environment and in close proximity to other workers. Incumbent shall be exposed to those conditions normally encountered in a business office environment. Primary functions require sufficient physical ability to operate assigned equipment. FREQUENT bending, stooping, squatting, and climbing; standing, sitting, reaching at and above shoulder height, kneeling, balancing above ground, pushing and pulling, crawling, twisting at waist, upward and downward flexion of neck, side-to-side turning of neck; lifting of objects weighing up to 75 lbs.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens, printed documents, equipment dials and gauges, color vision acuity, peripheral vision, depth perception, and the ability to adjust focus.
Hearing: Hear in the normal audio range with or without correction.
