The Airport Properties & Contracts Manager reports to the Airport Director and helps develop and execute strategic objectives. This position is responsible for negotiating, implementing, and managing leases and contracts as well as overseeing risk management and property development. This individual will serve as the primary point of contact with respect to land leases, concession agreements, airline agreements, service agreements, operating permits, license agreements, and professional services agreements.

Bachelor’s degree from an accredited college or university with a major in business administration, public administration, airport management or related field, and Minimum of seven (7) years’ verifiable work experience in multi-use commercial property leasing and contract management with decision-making responsibility utilizing the principles of real estate and property management; including calculation of interest rates, lease changes and related costs in an aviation setting. Minimum of seven (7) years’ verifiable work experience in City, State, or Federal contract management, procurement, FAA laws and all applicable laws associated with the process Verifiable and demonstrated work experience preparing and presenting professional research, negotiating and documenting agreements, and interacting with government regulatory agencies Or an equivalent combination of education and verifiable work experience which demonstrates the ability to perform the described duties of this position; and Ability to understand and execute complex oral or written instructions and apply guidelines to widely varied situations; express ideas and convey information effectively orally and in writing; maintain confidentiality. Desirable Requirements: For desirable requirements to be considered, one must have met the minimum requirements noted above: Master’s degree in business administration, public administration or Juris Doctorate Ten (10) years verifiable work experience with airport contracts, concessions, and real estate transactions in an aviation setting Ten (10) years verifiable work experience in City, State, or Federal contract management, FAA law, procurement, and all applicable laws associated with the process.
Comprehensive knowledge of accounting and finance, engineering, and marketing relevant to the operation of a commercial carrier Part 139 airport. Thorough knowledge of aviation management, including development and implementation of safety, security, and facility leasing programs involving every aspect of operating a certificated air carrier airport. Thorough knowledge of State and Federal regulations regarding operating a certificated air carrier airport.
ESSENTIAL JOB FUNCTIONS: Research, draft and negotiate leases, contracts and related agreements for tenants; including airlines, concessionaires, and other business partners. Serve as primary point of contact with respect to land leases, concession agreements, airline agreements, service agreements, operating permits, license agreements, and professional services agreements. Monitor, manage, and resolve compliance issues with tenants, concessionaires, and service contractors for the Redmond Municipal Airport. Maintain records related to property management activities and manage proposal process for new services and contract renewals. Utilize, maintain and update Airport’s property management software. Develop and administer service contracts for outside vendors. Serve as an effective, primary liaison with car rental company managers. Acquire and sell real estate in fee simple or lesser interests (easements). Prepares requests for proposals, RFP’s, lease documents, permits, agreements, and contracts within the framework of existing property management policies and procedures. Resolves problems related to the day-to-day property operations for the airport. Prepares requests for proposals, RFP’s, lease documents, permits, agreements, and contracts within the framework of existing property management policies and procedures. Coordinates contract provisions with other departments affected by airport leasing activities and performs research, develops and makes recommendations of changes and additions to policies and procedures as they affect new and existing tenants. Negotiates leases, permits, agreements, and contracts, and prepares documents for submission to appropriate authorities. Coordinates with attorneys regarding compliance, lease development, and other matters including litigation and assists in the establishment of airport rates and charges; prepares and interprets financial and statistical analysis.
Redmond Municipal Airport (RDM) Roberts Field is owned and operated by the City of Redmond for the Central Oregon Tri-county (Crook, Deschutes, and Jefferson) area. It is the fourth largest commercial service airport in the stte of Oregon. Commercial service is currently provided by Allegiant, Alaska, American, Delta and United Airlines. These carriers offer approximately 28 daily flights direct to Chicago, Denver, Las Vegas, Los Angeles, Portland, Phoenix, Salt Lake City, San Francisco, and Seattle. RDM also serves air cargo and general aviation services.
