The Essential job functions include: applying accounting principles and practices to a computerized municipal accounting system in order to develop and maintain accurate records of municipal accounts; monitor revenues and expenditures; and prepare periodic financial statements and administrative reports. This requires information exchange with other City employees, outside agencies, and citizens to discuss the legality of expenditures, explain governmental regulations, and to provide or obtain information related to budgetary considerations, financial reports, etc. Additional duties may include: evaluating pronouncements or publications of various professional standard-setting organizations to assess the City's accounting responsibility; communicating with the Municipal Counselor's Office concerning the legality of accounting applications; preparing special financial reports as requested by the City Manager, Council, citizens committees, etc; and developing in-house training programs for professional and technical staff. Work is reviewed for soundness of judgment; compliance with GAAP, GASB, FASB, and legal interpretations; and general effectiveness.
VETERANS PREFERENCE Honorably discharged veterans of the United States Armed Forces who are not currently employed full-time by the City of Oklahoma City shall receive five (5) points added to the passing score on an initial selection process. Working Conditions and Physical Requirements
WORKING CONDITIONS •Primarily indoors, subject to sitting, standing, walking, or using a telephone for extended periods of time. •Subject to continuous exposure to light and glare from a computer monitor. •Subject to frequent low-level noise of a keyboard, ten-key, copy machine, telephone, and other office equipment. •Subject to working irregular work days during certain periods of the fiscal year.
NOTE: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.
PHYSICAL REQUIREMENTS •Finger dexterity enough to operate equipment such as a calculator and personal computer keyboard. •Near vision enough to read and review documents and media such as written communications, computer printouts, computer monitors screen, accounting ledgers, etc. •Speech and hearing enough to communicate clearly and distinctly in person and by telephone.

DEPARTMENTAL PREFERENCES •Bachelor's degree in Accounting, Finance or related field. •Minimum of five years supervisory experience. •Knowledge of cash management, accounts payable and receivable, debt management, asset management, budgeting, financial statement preparation and Governmental Accounting Standards. •Experience managing a Capital Improvement Program, including but limited to monitoring contracts, amendments, and change orders. •Experience in preparing a Comprehensive Annual Financial Report. •Experience working in high volume, fast-paced environment requiring streamlined business process to meet deadlines. •Airport experience preferred.
Additional Salary Information: The normal starting salary for this position is $62,974.08/annually. A higher salary may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.
