The Business Diversity Compliance Specialist (BDCS) will be responsible for implementing aspects of the Disadvantaged Business Enterprise (DBE) and Woman Minority Business Enterprise (WMBE) programs and ensuring that the Authority complies with provisions of U.S. Department of Transportation 49 C.F.R. Part 26. The incumbent analyzes procurement documents and information to identify business opportunities for DBE’s and WMBE’s; determines goals for contracts and monitors DBE/WMBE payment activity reports for goal compliance. The position also provides technical assistance to the Procurement department and other internal staff on DBE and WMBE requirements.

•Plans, develops and coordinates the DBE and WMBE program(s) to ensure compliance with federally mandated program and related requirements;
•Monitors Authority policies and procedures for DBE and WMBE programs and implements changes or improvements as required;
•Analyzes and assesses the available resources and evidence for the establishment and achievement of airport project DBE and WMBE goals for construction and construction related contracts and overall federal triennial goal for the DBE program;
•Participates in the contract proposal and award processes, including recommending specific contract goals where appropriate, reviews contract specifications, attends pre-proposal and pre-bid conferences and evaluates proposals and bids for proposer/bidder responsiveness, responsibility and good faith efforts;
•Monitors and tracks specific contract performance and actual DBE and WMBE participation and contract payments, adjusting overall goals and means of achievement, assessing areas of over-concentration of DBE/WMBE participation and reporting to the Senior Manager, Business Diversity;
•Maintains all appropriate records and documentation of the Business Diversity Department, including but not limited to DBE/WMBE compliance activity reports, project payment reports along with the ability to analyze compliance data whereby generating reports to reflect DBE/WMBE compliance achievement;
•Participates in various community outreach events as needed; and
•Performs other related duties as required.
Bachelor’s degree in Business Administration, Public Administration, Business Management or other closely related field from an accredited four-year college or university Preferred; and
Three to five years of experience in construction, project management and/or working with disadvantaged/minority/women business enterprise, equal opportunity/affirmative action or minority economic development programs;
An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below.
