The ideal candidate for this position directs and manages all purchasing, acquisition, receiving, and DBE functions of the Authority’s operation including all RFQs and RFPs for acquisitions. Provides leadership and management of the purchasing and inventory efforts of the Authority.
Reviews and approves purchases of all goods and services made by all departments of the Birmingham Airport Authority in accordance with established purchasing procedures.
Reviews and directs receiving functions for the Birmingham Airport Authority including warehousing and inventory control in coordination with the Facilities Department.
Reviews, analyzes, and solves highly technical and complex purchasing transactions and policies.
Contributes to the development and implementation of administrative policies and procedures related to Purchasing.
Formulates and assists with implementing policies and procedures to improve services and budgets.
Coordinates all activities associated with publishing RFPs, RFQs, and RFBs for acquisition and selection of professional services, consultants, contractors, etc., for projects and programs, including writing and publishing requests, establishing, and coordinating evaluation team, and recommending selections to CEO and COO.
Directs the FAA DBE/ACDBE programs for the Birmingham Airport Authority.
Facilitates the acquisition of land on behalf of Birmingham Airport Authority.
Performs other duties as assigned.
This is a supervisory position with direct reports.
Education, Certification(s) & Experience:
Bachelor’s degree in public or business administration, finance, accounting, aviation management, or related field.
Five (5) years of experience in governmental or related purchasing role.
Five (5) years of experience in a supervisory role with director level experience preferred.
Certified Purchasing Professional (CPP) and or Certified Purchasing Professional Manager (CPPM) certifications are preferred and must be obtained within two (2) years.
An AAAE Certified Member (CM) certification will be required within three years as there are unique purchasing requirements at an airport.

Ability to solve complex problems
Strong knowledge of airport finance and/or purchasing processes
Knowledge of aviation specific acquisition requirements
Through knowledge of FAA Advisory Circular 150/5100-14 Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects.
Knowledge of federal contract provision for federal and local projects
Knowledge of contracting methods and allowable cost for federally funded projects
Knowledge of Alabama Competitive Bid Laws and contract requirements
Thorough knowledge of standard and special procurement and recording practices as applied to purchasing, control and information systems
Thorough knowledge of the fundamentals of contract and commercial laws, regulations and procedures as related to government procurement
Understanding of application of minority business and disadvantaged business participation in the procurement of services, particularly as related to the FAA DBE/ACDBE program(s)
Ability to organize training material and effectively train and interact with all airport employees
Responsible for monitoring and understanding the impact of business indicators
Recommend and implement policies/procedures at the organizational and departmental levels
Ability to write clear and effective documents
Create reports that reflect business data and/or airport issues
Ability to communicate effectively, orally and in writing, to present ideas, interpret data and explain findings
