MDOT MAA is currently accepting applications for the position of Director, Fixed Based Operations (Program Manager I) within the Division of Fixed Base Operations at the Martin State Airport.
The Director, Fixed Based Operations will oversee the overall leadership, management, and oversight of the day to day operation of the 15-hour, 365-day aircraft ground handling and customer servicing operation at the largest general aviation airport in Maryland, in support of 100,000 annual aircraft operations.
Responsibilities include but are not limited to the following:
Overseeing all aspects of the Fixed Base Operation (FBO) including customer relations, line operations, health, safety, and environmental functions;
Planning, directing, and coordinating activities for the sale and provision of general aviation support services such as fuel, hangar rental;
Overseeing effective safety and accident prevention programs to ensure all reasonable actions are taken to prevent accidents and injuries; ensure a safe and productive work environment for all employees;
Assuring environmental and governmental regulations compliance for the 104,000-gallon fuel farm facility, secondary containment facility, and overall fueling operation;
Ensuring the maintenance and servicing of all fuel trucks and multiple pieces of motorized and nonmotorized aircraft ground servicing equipment as well as maintaining maintenance, programming, hardware, and software upgrades are completed for the automated computerized fuel terminals;
Attend environmental meetings pertaining to issues related to aviation fuel storage facilities and changes to Federal and State rules and regulations; and
Assisting the maintenance department with snow removal operations on over 650,000 square yards of pavement, including runways/taxiways.
This position is located at Martin State Airport in Baltimore County, MD
Employees in this position are designated “Emergency Essential” in the event of airport emergencies, weather emergencies, or irregularities and are subject to extended shifts and being on-call during scheduled off-hours, holidays, and weekends.
Education: A Bachelor's degree from an accredited college or university.
Experience: Five (5) years of experience in managing a Fixed Base Operation at a major
airport, including aircraft ground servicing and customer service. One (1) year of this
experience must have involved the supervision of other employees, overseeing and
coordinating the general operations of an FBO, applying rules and regulations, and exercising
responsibility for the development of policies or procedures.
