Pay range for this position is $59,681-$85,941 per year with the starting range offered between $59,681-$71,618 depending on experience.
This is an exciting new opportunity at the Des Moines Airport Authority to advance emergency preparedness and response capabilities.
Under the general supervision of the Airport Operations and Security Manager, the Airport Emergency Preparedness Supervisor is responsible for directly overseeing implementation of emergency planning efforts including designing, planning, training and effective evaluation all Emergency Plans. Acts as the Authority expert on emergency planning, communications, and preparedness. Maintains the Airport Emergency Plan (AEP) in a state of active readiness. Ensures coordination of Airport Law Enforcement, Airport Rescue Firefighting (ARFF), Authority departments, stakeholders and mutual aid agencies. Plans and conducts drills and exercises for responses including air crashes, bomb threats, active shooter incidents, hazardous materials spills, irregular operations, structural fires, and natural disasters. Coordinates emergency contact lists, EOC procedures, risk management, operations center coordination, and fostering an overall culture of emergency preparedness. Performs duties of an Airport Operations Coordinator II.
Essential Job Functions:
- Performs all duties of an Operations Coordinator II;
- Directly manages Airport Emergency Plan (AEP), hazard specific emergency action plans, specialized emergency plans, standard operating procedures, and emergency irregular operations plans;
- Plans, coordinates, and directs emergency training exercises on a continual basis including tabletop and live simulated exercises;
- Coordinates and maintains mutual aid partner relationships and maintains a current database of key contacts, mutual aid resources, and plans;
- Develops, maintains, and oversees EOC/AOC emergency procedures, contact lists, coordination, and training;
- Analyzes facility risks and recommends risk mitigation strategies to departmental leaders;
- Manages and maintains Authority emergency alert systems and procedures;
- Assists with safety risk management analysis;
- Monitors Airport Rescue Firefighting record compliance;
- Implements emergency planning efforts in coordination with Airport Law Enforcement, ARFF, Authority departments, and mutual aid agencies;
- Maintains advanced knowledge of NIMS, ICS, and industry emergency planning standards;
- Maintains advanced knowledge of airport operations center functions and procedures;
- Provides guidance and training to Airport Law Enforcement, ARFF, stakeholders, Operations Coordinators, Operations Supervisors, and Authority departments in emergency response and preparedness;
- Ensure that emergency plans comply with all applicable FAA and DHS (TSA) rules and guidance documents, Airport Certification Manual, Airport Security Program, DMAA Rules and Regulations, and other applicable federal, state, and local statutes regulations and requirements; and
- Performs other duties as assigned.
Required Knowledge, Skills and Abilities:
- Advanced oral and written communication skills;
- Ability to activate and manager EOC operations;
- Knowledge of advanced emergency training preparedness development and implementation;
- Ability to interpret rules, regulations, guidance, and procedures and apply in functional emergency preparedness and response including FAR Part 139 and FAA Advisory Circulars;
- Knowledge of advanced NIMS/ICS standards;
- Ability to operate technology using standard or customized software applications appropriate to assigned tasks including advanced presentation skills;
- Ability to use logical and creative thought processes to develop solutions according to written procedures and/or oral instructions;
- Ability to communicate effectively, both orally and in writing, using both technical and non-technical language;
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
- Ability to exercise sound judgment and decision-making ability in all situations;
- Ability to establish and maintain effective working relationships; and
- Ability to work shifts independently and in a team, days, evenings, nights, weekends and holidays in a 7-day, 24-hour operating environment.
Acceptable Experience, Training and Other Qualifications:
Required:
- Bachelor’s Degree in Emergency Management, Aviation Management, or related field;
- Three (3) years related experience and/or training with special emphasis on EOC operations, emergency response, training, and emergency planning; and
- Incident Command System (ICS) certification classes 100, 200, 300, 400, 700, and 800.
Desired:
- Certified in Homeland Security Exercise and Evaluation Program (HSEEP) methodology for emergency exercise development;
- Certification as a Master Exercise Practitioner (MEP);
- Certification as a Certified Emergency Manager (CEM);
- Two (2) years of leadership experience in an Emergency Operations Center (EOC); and/or
- Experience in planning and facilitation of at least two (2) full-scale emergency exercises serving as a facilitator or evaluator.
License or Other Requirements:
- Successful post-employment physical and drug test;
- Successful background investigation to obtain unescorted airport identification/access privileges;
- Possession of a valid driver’s license and ability to obtain, and sustain, a valid Iowa Driver’s License and maintain a motor vehicle record compatible with the Authority’s insurance requirements; and
- Available for night, holiday, weekend, rotating, or irregular shift assignments and on-call for emergency response.

- Exerts up to 50 pounds of force occasionally and a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects; and
- Frequent sedentary work periods involving sitting interspersed with frequent periods of activity, both indoors and outdoors.
