The Manager, 2nd & 3rd Shift oversees a 35-person facilities maintenance team providing 24/7 coverage for the operations and maintenance of MNAA facilities. This responsibility extends to all MNAA facilities to include directing and coordinating all phases of civil airport facilities, roads, parking lots, utilities, terminal, buildings, airside and non-airside infrastructure, and equipment maintenance, as well as snow and ice removal through subordinate supervisory staff and contractors. Other responsibilities include executing established policies and procedures while exercising independent judgment.
Essential Job Responsibilities:
Develops a maintenance organization consisting of skilled technicians and support staff to carry out the responsibilities and duties of the maintenance function.
Plans and schedules routine, preventive maintenance functions for all airport facilities, including buildings and associated equipment and systems (i.e., HVAC, plumbing, mechanical, electrical, building structure, fire alarm, public address, energy management control, etc.), landside pavement, roads, utilities, etc.
Oversees the maintenance and repair of airport runways, taxiways, grounds, lighting systems, drainage systems, runway/taxiway markings, pavement surfaces, joint repairs, security gates, fencing, vehicles, and related equipment in a safe and efficient manner.
Conducts periodic inspections of the Air Operations Area (AOA), vehicles and equipment and assigns work orders and resources to ensure proper and safe conditions are maintained.
Oversees interviewing, hiring, and training maintenance employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Assists with development, administration, and monitoring of annual operating and capital improvement budget to meet departmental goals.
Supervises the daily performance of assigned subordinates.
Provides direct supervision of staff including proper guidance, direction, leadership and support to ensure performance objectives and goals are met.
Oversees airfield turf management to include mowing operations and herbicide application as necessary.
Coordinates with Maintenance Management Team to ensure efficient and effective use of personnel and resources.
Monitors utilities consumption and ensures efficient energy utilization through the Building Automation System (BAS).
Ensures that outsourced maintenance work is performed in accordance with contract requirements.
Responds to emergency and contingency situations 24/7.
Oversees the development, enhancement and efficient utilization of the Computerized Maintenance Management System (CMMS), including the work order system, material control and inventory functions.
Develops safety standards and an accident prevention program for all maintenance activities. Supports the Operations department during snow and ice control operations (i.e., provides personnel and equipment).
Reviews construction plans and specifications from a maintainability standpoint.
Conducts facility surveys, prepares prioritized plans, and budgets for facility management programs.
Monitors conditions of facilities and ensures programs are in place to provide clean, safe, and operable facilities.
Acts as a Senior Maintenance Management Staff member for contingency and normal operational duties.
Research technical documents and literature to determine best methods and practices for facility management actions.
Develops or modifies procedures for best practices in facilities maintenance.
Follows all safety regulations.
Maintains regular and on-time attendance.

Knowledge, Skills, Abilities and Other Characteristics:
Facilities Knowledge: Knowledge of materials, methods and equipment used in the operation, maintenance, repair and improvement of commercial facilities.
Construction Practices: Knowledge of construction practices, specifications and plans, and site development. Ability to read and interpret plans and specifications.
Supervision of Personnel: Skill in supervising and managing others, including planning work, providing direction, motivating workers, and identifying the best workers for the job.
Project Management: Skill in conceptualizing and managing complex projects and managing multiple projects using established project management principles.
Relationship Building: Skill in establishing and maintaining effective and professional working relationships with others.
OSHA Regulations: Knowledge of state and federal Occupational Safety and Health Administration (OSHA) regulations.
Safety and Security: Knowledge of equipment, policies, procedures, and strategies to promote safety and security.
Computer Use: Skill in using a personal computer, MS Office, and other software to include computerized maintenance management systems (CMMS) to perform job-related functions.
Judgment and Decision Making: Skill in considering the relative costs and benefits of potential actions to choose the most appropriate one.
Reporting: Skill in preparing and producing timely and accurate oral and written reports.
Independence: Self-guided requiring little or no supervision, makes independent decisions, and initiates action to get things done.
Driving: Skill in operating a motor vehicle
Ability to obtain and maintain a Security Identification Display Area (SIDA) badge.
Qualifications
Required:
With a bachelor's degree, four to seven years' experience in the operation and maintenance of a medium to large facility, or multiple facilities, and a minimum of three years in a supervisory capacity.
Without a bachelor's degree, thirteen or more years' experience in the operation and maintenance of a medium to large facility, or multiple facilities, and a minimum of ten years in a supervisory capacity.
