This position provides oversight and supervision of RIAC’s Airport Police department. Responsible for the security and protection of life and property at Rhode Island T.F. Green International Airport. This position ensures department policies and procedures are current and that users and stakeholders comply with all federal, state, and local laws. Ensures business continuity for police operations.
Essential Duties and Responsibilities: include the following. Other related duties may be assigned.
Provides strategic leadership of the police department to align with the organization’s strategic business plan.
Serves as liaison with federal, state, and local agencies, airlines, tenants, and mutual aid partners to coordinate continuity and restoration plans, activities, and services; represents Airport management in emergency management and business interruption response; provides support and briefings to Emergency Response personnel as required.
Ensures the police department trains and complies with all applicable Federal, State, and local laws.
Ensure compliance with 49 CFR Part 1542 standards and in accordance with our approved Airport Security Plan, Airport Emergency Plan, and other applicable laws and regulations.
Provides assurance that the police department will pass required testing by outside
Respond to airport emergencies, provide command leadership for the department and represent the airport in a Unified Command Structure.
Ensure organizational compliance with all TSA National Explosives Detection Canine Program requirements.
Remains abreast of industry trends.
Oversees patrols in airport terminal buildings, parking lots, runways, and grounds for the prevention of criminal activity.
Plans and implements policies and procedures in compliance with applicable local, state, and federal rules and
Compiles and submits accident and incident reports as needed for the organization.
Represents the organization in community or industry law enforcement groups and
Oversees the enforcement of the established applicable law enforcement and security practices and policies mandated by local, state, and federal
Coordinates mutual aid and RIAC joint training exercises for the organization.
Conducts periodic training exercises and amends policies based on outcomes based upon Police Officers Commission of Standards and Training guidelines.
Creates contingency and emergency response plans to deal with various types of scenarios.
Keeps informed of federal, state, and local laws and regulations affecting department operations to ensure adherence.
Develop annual operating budget to support daily activities and perform cost/benefit analysis for any recommended capital investment in support of the program.
Support business continuity planning efforts by working with departments to identify continuity-related issues and to obtain and allocate resources necessary for maintaining operations.

Resolves labor relations issues and grievances
Monitors and oversees police operations at general aviation airports.
Available for emergency call-back as necessary.
Acts in place of the Police Chief during absences.
Other related duties as assigned.
Supervisory Responsibilities: Directly supervises the Police Chief who supervises employees in the police department. Is responsible for the overall direction, coordination, and evaluation of the police department. Also possesses responsibility for all employees within the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

Must be capable of command level decision making during all phases of an emergency response and other stressful situations that affect lives, safety and property of others.
Working knowledge and experience in commanding crime scenes.
Experience and knowledge of the National Incident Management System (NIMS) and the Incident Command System (IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800).
Possess a valid MV Operator's License that must be maintained as a condition of continued employment and must be insurable.
Must maintain TSA security clearance as a condition of continued employment.
Must work well and think clearly under high stress
Experience in direct management of collective bargaining units strongly preferred.
Must have excellent written and oral communication
Must meet State of Rhode Island qualification requirements to carry weapons used in the performance of duty and must maintain such qualification as a condition of employment.
Education/Experience:
Bachelor's degree from four-year college or university in Administrative Law or related field.
Seven (7) years minimum progressive leadership experience at a Police
Graduation from the RI Municipal Police Training Academy or recognized equivalent within the State of Rhode Island.
Must have the ability to obtain Rhode Island Police Officers Commission and Standards and training (POST) certification.
