Compliance Officer Missoula Montana Airport SALARY: $75,000-$90,000, DOE CLOSING DATE: January 26, 2025
JOB SUMMARY: Compliance Officer will be responsible for compliance at the Missoula Montana Airport. This individual will work with Authority leadership to manage the airports Part 139 and CFR 1542 certification. Works as a liaison with State and Federal agencies, users, lessees and the general public.

JOB SUMMARY:Compliance Officer will be responsible for compliance at the Missoula Montana Airport. This individual will work with Authority leadership to manage the airports Part 139 and CFR 1542 certification. Works as a liaison with State and Federal agencies, users, lessees and the general public.
ESSENTIAL DUTIES:(The following are intended to illustrate typical duties; they are not meant to be all inclusive or restrictive.)
Ensure the Airport’s compliance with FAR Part 139 by carrying out the following:
Managing the Airport’s Certification including its Airport Certification Manual, associated plans and documentations. Has functional responsibility to ensure all governing and supporting documents, including but not limited to, the Airport Certification Manual, Wildlife Hazard Management Plan, Snow and Ice Control Plan, remain current and up to date;
Implementing an airfield inspection program, monitoring non-compliance issues for corrective action;
Establishing and maintaining a detailed record keeping system;
Develops, implements and monitors the Airport’s training program associated with its FAR Part 139 compliance. Conducts periodic reviews and prepares revisions to the programs as needed; Works with the Public Safety Chief and Captain to make sure appropriate 139 training is being conducted to required staff at the appropriate time.
Work closely with the Public Safety Chief and Director of Maintenance to prepare written safety reports for internal and external use, including the FAA and others as required. Collects, maintains, analyzes and disseminates safety-related Develops and presents information to the FAA and other regulatory agencies as necessary.
Prepares annually for FAA Safety Certification Inspection. Coordinates and assists FAA Inspector during multi-day inspection.
Assists Public Safety Chief with annual and triannual disaster
On call availability during emergency situations and during winter snow and ice weather event.
Ensure the Airport’s compliance with CFR 1542 by carrying out the following:
Managing the Airport Security Program, fulfill Airport Security Coordinator role, work closely with TSA
Oversee Access Media procedures
Proctor airfield driving familiarization and testing for airport personnel
Acts as a trusted agent handling personal identification information for badged personnel
Manages contracts with security and badging software providers
Ensures continuity of badging equipment, software, policies, and procedures
Conducts signatory training for airport tenants and stakeholders
Responsible for the integrity of badge population including list and stolen badges
Determines needs and levels of access for applicants and companies
Responsible for ensuring STA and CHRC for necessary personnel
Coordinates with stakeholders and internal employees for scheduling re-badging efforts each year
Acts as primary point of contact for all badging related
Oversee badging budget including purchasing and bill
Additional Duties:
Monitors Access Control System – CCURE
Monitor AC Cert Alerts and provide necessary information to Public Safety Chief
Fuel Farm / Mobile Fueler Inspections
Storm Water Pollution Prevention Plan (SWPPP)
Spill Prevention, Control, and Countermeasure Plan (SPCCP)
Glycol Reporting
Monitor Airport Construction Activities for debris control and compliance with Airport Construction Guide.
Maintain a daily log
Perform escort duties as required
Coordinate with the Public Safety Chief VIP passenger arrival and departures
Coordinates activities and acts as primary point of contact to TSA, Intellisoft Group, AAAE, First Call, Blackfoot, and Simplex
Assist Public Safety Department with Vendor Inspections
Performs other duties as assigned
SUPERVISION RECEIVED: Works under the general supervision of the Deputy Director.
SUPERVISION EXERCISED: None.
PHYSICAL/ENVIRONMENTAL DEMANDS:
Work environment is dictated by the activities of the airport, duties will occur both indoors and outdoors, under adverse weather conditions.
The work requires the ability to walk over rough, uneven Extended periods in difficult work environments may occur as a result of emergency conditions.
The position may intermittently be subject to stress as a result of critical time schedules, human behavior, and emergency conditions;
Position may be subject to shift work outside traditional hours, emergency call out, and extended operating days;
Work environment noise level is frequently Requires hearing which falls within normal limits for both pure tone and speech, per audiogram;
May be exposed to toxic chemicals, noxious odors and vibrations due to the nature of the job;
There may be some business travel required.

MINIMUM QUALIFICATION REQUIREMENTS:
**An equivalent combination of education and experience may be considered.
EDUCATION: Four year college degree in Aviation Management or related subject.
EXPERIENCE: Five years work experience at an airport in a related position.
SPECIAL REQUIREMENTS:
Experience using MS Word and Excel;
Demonstrated ability to communicate verbally and in writing;
Willing and able to work rotating shifts including nights, holidays, weekends;
Willing and able to work additional hours with short notice when operationally necessary;
Must possess a valid driver license at the time of appointment, and at all times thereafter, in order to operate a vehicle on Authority business;
Must complete a criminal history records check conducted by the FBI through the fingerprinting process and a successful security threat assessment conducted by TSA.
