 Bachelor&#8217;s degree in accounting, finance or business administration; ten years of progressively responsible professional experience with a minimum of five years of supervisory experience in governmental or commercial accounting or finance, or an equivalent combination of education, training and experience to exhibit skillset necessary to succeed in the position. Thorough knowledge of accounting, financial and personnel management principles, practices and techniques to include knowledge of GAAP and GASB. Must possess strong interpersonal skills and the ability to interface with and effectively communicate with Airport staff, users, tenants, consultants, governmental entities and the general public. Must be able to communicate effectively in both oral and written form.&#xa0; 
 Certified Public Accountant is highly desired as is experience in a commercial airport setting.&#xa0; Accreditation by the American Association of Airport Executives is a plus. &#xa0;Must possess a valid Florida driver&#8217;s license with driving privileges, or have the ability to obtain within 30 days of employment.

THE POSITION:

This is a section head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.  THE IDEAL CANDIDATE: 
 The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. The ideal candidate is detail oriented, discrete and a multitasker able to meet tight deadlines when required. They are a networker, able to build bridges with internal and external customers. They enjoy a variety of tasks, work well independently, and they are up for a challenge. They are interested in supporting the airport manager and the work of the division. They come to the position with the skills and experience necessary to perform the specific task outlined below. 
 What you will do:&#xa0; Duties may include but are not limited to the following: 
 Assist the Airport Manager with the negotiation of commercial lease agreements. Prepare draft leases at the request of the Airport Manager. Oversee preparation of the annual airport budget. Maintain a detailed database of all commercial and individual airport tenants. Monitor tenant compliance with contract provisions. Monitor account receivables and collect past due amounts. Prepare annual business permits and monitor tenant compliance. Perform appraisals and provide estimated current values on real property. Administer the City hangar waiting list. Prepare Federal Aviation Administration (FAA) and Caltrans grant applications and related documents. Monitor and submit required FAA reports for the DBE program. Performs related work as necessary. 
 Knowledge of: &#xa0; 
 Principles of property management, appraisal techniques, and real estate law. Federal, state, and local rules and regulations governing airport operations and grant administration. Computer applications related to the work, including word processing, spreadsheet applications, and database management. Aviation terminology and airport operations. FAA and Caltrans grant applications and associated documentation. 
 Ability to: 
 Interpret plats, legal documents and engineering plans. Prepare annual budgets and monitor financial progress throughout the year. Perform business functions when required, including but not limited to interpreting land leases and handling general office functions. Conduct negotiations in a professional manner and with favorable outcomes. Meet and deal effectively with the general public, tenants, aircraft owners, outside contractors, and City officials and staff. Supervise, train, and evaluate staff. Communicate effectively both orally and in writing. Work independently and exercise discretion in interactions with the public. 
 Minimum Qualification:&#xa0; EXPERIENCE AND EDUCATION &#xa0; Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: &#xa0; Experience: Two (2) years of professional level administrative experience in public administration including two (2) years of supervisory or lead experience. &#xa0; Education: Equivalent to a Bachelor&#39;s Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field. &#xa0; Licenses and Certificates: Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

What You Will Be Doing 
 As a Project Manager at Juneau International Airport, you will work alongside other project managers to support the planning, design, and delivery of airport capital projects. Your responsibilities will span project scoping, planning, scheduling, budgeting, procurement support, consultant and contractor coordination, construction administration, documentation, and project closeout. You will help deliver projects across both airfield and landside facilities, including pavements, lighting and electrical systems, utilities, buildings and building systems, and specialty airport equipment. 
 The work is varied and may include supporting condition assessments, developing schematic-level cost estimates, maintaining project and grant documentation, tracking schedules and budgets, reviewing submittals and change documentation, preparing reports and updates, and helping move projects from early development through construction and closeout. You will regularly work across functional lines and with multiple stakeholders, including airport staff, tenants, consultants, contractors, and federal, state, and local agencies. 
 This role requires strong organization, initiative, sound judgment, and the ability to manage multiple assignments in a dynamic, FAA-regulated environment. Success in the position depends on your ability to keep projects moving, communicate clearly, maintain accurate records, and work collaboratively to deliver capital improvements aligned with the Airport Capital Improvement Plan and airport operational needs.

 Minimum Qualifications

 Preferred Qualifications 
 Experience supporting public-sector capital projects; familiarity with airport environments, tenants, and regulatory coordination; working knowledge of FAA requirements, grant documentation, and public procurement; and strong technical writing, organization, and communication skills. Proficiency in AutoCAD or Revit is important, with helpful familiarity in GIS, and project tracking tools and methods.
