Some of what you'll be doing: As an Aviation Capital Development Manager, you will provide technical and administration support in the development, management, and implementation of the on-going multi-billion-dollar capital program at SEA from project definition, planning, design, construction, activation, and closeout.
- You will be responsible for the development and championship of projects varying in scope and size from $20k to $300 million, including problem/opportunity definition, scope development, and stakeholder identification.
- You will be responsible for planning studies development and consultant management, including establishing a scope of work and service directive, monitor deliverables and aid report out and authorize payments and oversee budget.
- You will direct project planning meetings to discuss/determine project objectives, define scope and generate alternatives.
- You will be responsible for coordination with other airport entities, e.g., tenant project managers, airline station representatives, and concession owners, and key stakeholders.
- You will identify stakeholders and facilitate project planning meetings for alternative identification and analysis with interior and external stakeholders to formulate a complete scope.
- You will be responsible for coordination of design, development, scoping, scheduling, and budgeting for small works capital projects and provides analysis to the Capital Development Program Management team for assigned elements of large capital projects.
- You will provide reports and analysis or act as project manager in the development of reports by consultants, including presenting the results to project team members based on project need.
- You will be responsible for acting on the behalf of the Capital Project Sponsor on multiple projects or for elements of mega projects ($300M+) in planning and design phases, including:
- You will do plan reviews (30/60/90) and participation in technical review committees, advocate as “Aviation Representative” of overall capital program by monitoring operational impacts, risks, project linkages and dependencies, and review Tenant Improvement, Small Jobs, and Expense projects.
- You will during the construction phase be responsible for coordinating teams from Port Construction Services and various other entities through the construction phase for assigned Small Works projects as well as assigned elements of large capital projects, participate in site visits during construction, and facilitate resolution of issues.
- You will be responsible for management of the 5-year Capital Improvement Program documents/process including, assisting staff with understanding Aviation division capital processes, maintain and update digital project stakeholder list and present Capital Program to Aviation Directors.
- You will create and maintain the 5-year CIP document, compile project justifications, align proposed projects to Aviation division goals and priorities, and update 5-year CIP document after budget process annually.
- You will be responsible for Capital Program controls, reporting, and communications including support the documentation from Status 1 – Status 6 ensuring the project documentation and status is updated as projects move in the process, supports the Master Schedule identifying linkages and impacts, and prepare and distribute reports.
Who you are:
Two years of experience may be substituted for one year of education: - Experienced – You have four (4) years in technical & or administrative position supporting project managers and project related work.
- Educated – You possess a Bachelors degree.
- Desired – We hope you have Two (2) years of experience performing aspects of project management or direct project assistance to project managers.

What else you need to know:
- Driver’s License – You will need a valid Washington State Driver’s License, or the ability to obtain one, is required in order to travel locally to project sites.
- Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
- Work Environment - This work will take place in a hybrid remote/in-office setting at Management’s discretion.
- Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
- COVID-19 Vaccination Requirement – Effective, November 15, 2021, the Port of Seattle will require that at the time of hire, and as a condition of employment, the successful candidate will be able to provide proof of their full COVID-19 vaccination status, as part of the hiring process. This is a condition of employment for all positions at the Port of Seattle. People are considered fully vaccinated two weeks after their second dose in a two-dose series or two weeks after a single-dose vaccine. - Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance. You will also be required to obtain a U.S. Customs and Border Patrol (CBP) Customs Seal within 30 days of hire.
