Shift Schedule: 8:30 AM – 5:00 PM, Monday through Friday. Overtime as required. Subject to after-hour emergency responses.
Starting Pay Range: $125,861.00 - $150,000.00 commensurate with experience.
JOB SUMMARY: The Director of Information Technology (IT) is responsible for overseeing the development and management of technology systems and infrastructure at Norfolk International Airport during ORF’s $1B modernization program which included a major Departures Terminal Expansion project. This position will work closely with executive leadership and other Senior Managers to ensure that the Authority’s existing and future technology aligns with its strategic objectives and enhances operational efficiency during and upon the completion of the program.
The Director of IT has overall responsibility for the day-to-day operation and maintenance of technology based airport systems including but not limited to common use passenger processing systems, flight information display systems and passenger Wi-Fi. This position will assist other Senior Manager’s by supporting the planning and implementation of other specialty systems including but not limited to access control and CCTV systems.
ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Oversees the planning, design and implementation of technology based airport systems during the ongoing $1B modernization program by working with executive leadership, airport consultants and other Senior Managers to identify current and future needs of the airport users and identifying technology solutions to address those needs.
Develops and executes an IT Master Plan that aligns strategic goals with technology systems and services.
Maintains robust security measures to protect all systems and data.
Ensures continued regulatory compliance with various requirements including but not limited to TSA Cybersecurity requirements and Payment Card Industry standards.
Plans and budgets for the full product lifecycle replacement of all technology based airport systems by creating detailed timelines which ensure systems are replaced before their expected end of life.
Prepares request for qualifications and proposals to procure necessary services and equipment.
Develops and maintains a disaster recovery plan for the airport systems and network.
Monitors, benchmarks and evaluates airport systems and network performance.
Supervises, through subordinate personnel, the IT department and its associated budget, to ensure the Authority’s IT infrastructure is secure, resilient, available and maintained in working order, and future ensures IT staff is available to maintain 24/7 operations of the Airport.
Serves as subject matter expertise to executive leadership.
Works with all stakeholders to ensure available technology meets their operational needs.
Plans and manages infrastructure projects and upgrades.
Performs all other duties as assigned and directed.
Administer and adhere to all Authority policies and guidelines.
KNOWLEDGE, SKILLS, AND ABILITIES: The following generally describes the knowledge, skills and abilities required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.
Demonstrated experience managing large IT teams, enterprise systems, and multi-million-dollar operational and capital technology programs.
Understanding of digital innovation trends in the aviation industry.
Ability to establish and maintain effective working relationships with co-workers, Authority personnel, tenants (airlines, retailers, etc.), business partners and vendors of Authority, and the general public.
Must be self-directed with high level of personal initiative.
Excellent communication and interpersonal skills, both verbal and written.
Must have excellent organization and time management skills.
Ability to multitask efficiently and be results oriented.
Ability to maintain a high degree of confidentiality.
Ability to perform work with a positive attitude and in a professional manner at all times.
EDUCATION/TRAINING:
Bachelor’s degree in Computer Science or a related field.
EXPERIENCE:
Minimum of eight years of progressively responsible experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Minimum of five years of management and supervisory experience required.
Experience with airport specific technologies is preferred.
CERTIFICATIONS:
Applicable industry training and certifications are preferred.
SPECIAL REQUIREMENTS:
Possess a valid driver’s license and must meet NAA driving record requirements.
Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.

Performs bending, squatting, kneeling, sorting and reaching from ground level to six feet in height; climbing up and down stairs (when necessary); lift, carry, push and pull up to 50lbs; may be subject to sitting for long periods of time. Some work on 12-foot ladders.
WORKING CONDITIONS/HAZARDS: Normal office environment where there is no physical discomfort or exposure to hazards due to temperature, dust, noise, and the like.
DRIVING RECORD REQUIREMENTS: All drivers must be at least 21 years of age, licensed for at least 3 years, have the type of license required by their state for the vehicles operated and meet the following driving record standards.
License is active and NOT suspended.
Any employee or applicant who has been licensed in their state for less than 3 years must provide a copy of their previous driving record to Human Resources.
An employee or applicant may have a North Carolina or Virginia driver’s license as long as they reside in that state.
An “unacceptable" DMV driving record includes the following violations during the most recent 3-year period:
Committing a Felony with a Motor Vehicle
DWI/DUI
Drug Offense
Eluding a Police Officer
Foreign citizens with no historical driving record available to us
Hit Run / Leaving the Scene of an accident
Lending an Operator’s License or Registration to Another
Open Container Violation
Passing a Stopped School Bus
Racing or Speed Contest Violation
Reckless Driving
Speeding 25 mph, or more, above speed limit
Suspended License History – Drivers who have had 3 or more license suspensions as a result of moving violations
Temporary Operator's Permit
Two or more at fault accident convictions
Vehicle Manslaughter/Homicide
Three or more moving violations within the past 12 months
Note: Texting or cell phone violations are considered moving violations because they increase the chance of being in an accident.
